Joe is a primary school teacher with over twenty years of experience leading and influencing education change as an educator, programme leader, researcher and policy analyst. This has included senior leadership roles at the Institute for Public Policy Research, Creative Partnerships, The RSA, and Creativity, Culture and Education. Joe has also worked for the Department for Education, London 2012, and the Prime Minister’s Strategy Unit, and was formerly Chief Executive at The Centre for Education and Youth (CfEY).

He has authored many reports and spoken across the world on a wide range of education issues, including teacher development, curriculum reform, innovation in school systems, and creative learning, including contributions to professional development for teachers, school and system leaders. At Ormiston Trust, Joe had previously served as Interim Chair in 2025 and brings strong expertise in enrichment, education innovation, evidence, youth participation, grant-making and system influence.
